If they are very intelligent, they are looking for structures more complex than they are. For this purpose, however, they must perceive and interpret the information arriving from the outside world. If they have to figure out how to develop suitable sense organs for this purpose, this process is likely to take a long time. Especially if they watch in the wrong direction.
